EPA Unlikely to Meet 2020 Goal for Corrective Action Cleanups
EPA and state officials believe that the 2020 Corrective Action cleanup goal likely will not be met by the year 2020, according to a recent Government Accountability Office (GAO) report. The report recommends that EPA assess the remaining Corrective Action workload and take steps to either reallocate its resources or revise its goals.

ODNR Director to Leave
David Mustine is leaving his position as Director of the Ohio Department of Natural Resources (ODNR) to join the Kasich administration's economic development corporation, JobsOhio. In his new position, Mustine will serve as General manager for energy, where he'll head up the development of Ohio's oil and natural gas reserves. Governor Kasich has named Scott Zody, Assistant Director of ODNR, as ODNR's Interim Director.
EPA to Crack Down on PRPs for Deficient Deliverables
Through a June 30, 2011 memo, EPA is urging its regional offices to crack down on potentially responsible parties (PRPs) who submit deficient cleanup reports and plans for Superfund sites. The memo recommends that EPA use its authority to first threaten and then to unilaterally modify documents, with or without stipulated penalties.
EPA's Draft Petroleum Vapor Intrusion Information Paper
Since September 2009, EPA's Office of Underground Storage Tanks (OUST) has been working to develop guidance for addressing the threat of petroleum vapor intrusion into inhabited buildings. As part of this effort, OUST distributed a communications paper EPA's Petroleum Vapor Intrusion Guidance in June 2011. It summarizes EPA's plans to develop communications and technical products and includes the draft Petroleum Vapor Intrusion Paper titled, How does the vapor intrusion pathway differ for petroleum and chlorinated hydrocarbons?. This draft paper describes differences in the subsurface behavior of petroleum and chlorinated hydrocarbons and how these differences can influence the potential for vapor intrusion to occur. EPA's Office of Solid Waste and Emergency Response (OSWER) also is working on final vapor intrusion guidance for non-petroleum constituents, due in November 2012.

Comment Period for Proposed Definition of Solid Waste Rule Extended
EPA has extended the comment period for the proposed rule on the definition of solid waste. The comment period was extended by 30 days to October 20, 2011. Through the proposed rulenmaking, EPA is proposing to revise certain exclusions from the definition of solid waste for hazardous secondary materials intended for reclamation that would otherwise be regulated under Subtitle C or RCRA. Concerns over the proposed solvent exclusion appear to be the main reason for the extension.
Pocket Guide to Sub-Slab Soil-Gas Concentration Available to Focus on the Environment Subscribers
This easy-to-use pocket guide developed by Cox-Colvin provides back-calculated target (acceptable) sub-slab soil-gas values for commonly analyzed VOCs in residential and commercial/industrial settings. The guide also includes EPA's target indoor air concentrations for residential settings; EPA's generic screening levels for sub-slab soil gas; and EPA's generic target screening levels for groundwater. The information is based on EPA's 2002 Draft Guidance to Indoor Air Pathways from Groundwater and Soils and the companion Johnson & Ettinger model, and is provided in a series of tables corresponding to risk levels of 10-4, 10-5, and 10-6.
